Crowding means the teeth need more room than the jaw is giving them, so they overlap, rotate and stack.

The real question in a crowded case is where the room comes from. There are a few honest options: widening the arch, a little reshaping between teeth, and sometimes removing teeth. Which one fits depends on the bite and the face, and it gets decided from X-rays and records, not from a photo.
